Miliband says the tightening of EU sanctions is meant to pressure Zimbabwean officials to stop supporting President Robert Mugabe.

The new measures, passed Monday at a meeting of EU foreign ministers, will add 11 names of mid-level officials linked to Mugabe’s government to a sanctions blacklist first drawn up in 2002.
