Chicago Democratic Rep. Barbara Flynn Currie says so-called "cigar wraps" go by the street name "blunt wraps" because buyers — often teenagers — use them for pot.
The legislation won approval 56-0 in the Senate last month. But it got House Executive Committee approval Monday only after two Democrats said they wanted to further consider the measure in a floor debate.
Tobacco-products distributors testified during a hearing that cigar wraps are a legitimate and popular product sold together with tobacco because people are saving money by rolling their own cigars.
